5、为规范海关对常驻人曾境机动车辆的监管，照顾其合理需要，现就常驻人元让征税进境机动车辆有二、关事宜公告如下：

二、常驻人员机动车辆转让过户时，应当向其主管海关提出书面申请，并交验下列单证：

（四）所在常驻机构的《人民共和国海关常驻机构备案证》或者所在外商投资企业的《自理报关单位注册登记书》。

三、主管海关核准后，开具《人民共和国海关监管车辆解除监管书》，常驻人员凭此向公安交通管理部门办理有关车辆转让过户手续。
